"Dottie" could be taken for either "daddy" or "doggie," right? I don't get the cookie angle, though.

Little kids often use words that don't sound anything like the actual word they mean. When my brother was a toddler, he called milk "gockie." Nobody knows why, that's just how it was for awhile. Toddler speech is mysterious, which is the point of the strip.
