My guess is that it differentiates her a bit more from Lucy. The pony-tail gives her a prominent visual characteristic no other character has, while the pig-tails are in conjunction with having her hair down in back, which resembles Lucy's 'do.
We do know that eventually the pony-tail wins out, in modified form.
Anybody know why Schulz kept switching Violet's hair back and forth from pigtails to ponytail at this point?
